MyKad
Verify identity with eKYC.
To register, the applicant confirms a one-time code sent by SMS and email. eKYC then scans the MyKad, matches the applicant's face to the photo, and checks the person is real, on a phone or a computer.
- 1.2 Account Registration · password security, TAC/OTP over SMS & Email
- 1.3 Identity Verification (eKYC) · document scan, facial matching, liveness detection
Check eligibility in real time.
The system checks six agencies in real time, then applies TEKUN's rules. Here every agency is clear, but existing commitments push the debt-service ratio above the 65% limit, so the application is rejected automatically and the reason is shown.
- Integrity / Credit Check Integration · real-time agency calls: SSM, CCRIS, CTOS, Insolvency, e-Syariah
- 1.4 Eligibility Check · automatic cross-referencing of applicant criteria
- Auto-Eligibility Screening (Hard Rules) · auto-reject on any mandatory policy breach

Submit and track applications.
The applicant can apply online, or an officer can enter the details for them. It is the same form either way: it checks entries as you type and saves a draft. After submission, a live timeline shows each stage.
- Data Entry Simulation (Omnichannel) · applicant self-serve, or officer entry on behalf
- 3.5 Application Form · dynamic form, save as draft, input validation

Pre-assessment and document review.
Assessment officers work from one shared queue, sorted by their role. Each file is checked for complete, verified documents before it goes to scoring.

Predictive credit scoring.
The system scores each applicant on TEKUN's 100-point matrix, looking at business sector, cash flow, existing commitments, and credit record. It then recommends a decision automatically: approve at 70 and above, reject below 55.
- Credit Scoring Engine · credit score and grade from TEKUN's matrix parameters
- 2.3 Assessment (Predictive Scoring) · auto-generated financing decision recommendation
Mitigation and rate calculations.
A score of 66 is borderline: below the 70 needed to approve, but above the 55 that auto-rejects. The system offers two ways to clear the line: lower the amount to RM30,000, or add a guarantor for +8 points. It then generates the full repayment schedule, flat-rate or reducing-balance, accurate to the sen.
- Edge Cases Simulation · computed mitigations: restructure the amount or add a guarantor
- Calculation Formula Flexibility · flat or reducing balance, full amortization schedule
The decision and offer letter.
With the guarantor added, the file scores 74. The officer can approve, ask for more information, or reject. On approval, the system creates the official Offer Letter as a ready-to-send PDF.
- 2.4 Approval (Workflow Approval) · query, reject, or approve within authority
- 2.5 Offer Letter · official PDF generated automatically on approval

Tiered Approval Workflow
TEKUN's unique structure spans 198 branches. The digital file flow must be agile, dynamic, and free from bottlenecks.
In this module
- 01The digital file flowBranch to State to HQ, no manual downloads
- 02Authority matrixAmounts auto-route to the authorized level
- 03Network aging dashboardNothing waits past the 2-day SLA, anywhere
Digital approval routing.
Across 198 branches, a file moves from officer to committee entirely inside the system. It stays digital from start to finish, and every step is recorded in a full audit trail.
- Dynamic Workflow (Branch to HQ) · step-by-step digital processing, Branch Officer to HQ Committee, no manual downloads

- Branch ManagerReviewed, exceeds RM10,000 authorityRouted up4 Jul
- State OfficeEndorsed, exceeds RM30,000 authorityRouted up4 Jul
- HQ Approval CommitteeApproved within RM100,000Approved5 Jul
Approval by authority level.
The system enforces each approval limit, so a file always sits with someone who can sign it off. When an amount is above one level's limit, it moves up automatically to the next level that can approve it.
- Approval Authority Matrix · restriction controls by limit: Branch Manager up to RM10,000, larger amounts auto-route to a higher level
SLA tracking and escalation.
Management tracks how long files wait across all 198 branches, against a 2-working-day target. If a file passes the limit, the system escalates it to regional management automatically and sends a notification.
- Notification & Escalation System (Aging Tracking) · visual warnings and smart-dashboard alerts; over 2 working days auto-escalates to regional management
Account Management & Repayment
The post-approval phase: daily operations that run smoothly for account officers and stay user-friendly for borrowers.
In this module

- 02Ta'widh, fair by design1% p.a., simple, Syariah Advisory Board approved
- 03Relief, recomputed liveMoratorium and tenure amendment, previewed before approval
Payments across every channel.
Repayments come in through JomPAY, FPX, branch counters, and automatic bank deduction. They all post to one account ledger, updating in real time or through a nightly batch file.
- Multiple Payment Channels Simulation · real-time account updates plus batch processing from JomPAY, FPX, counters, auto-debit
Ta'widh on overdue accounts.
Ta'widh is a Syariah-compliant charge that covers the real cost of a late payment. The system works it out automatically: 1% a year, simple, based on the exact number of days late, following the TEKUN Syariah Advisory Board's rules.
- Arrears & Penalty Calculation · Ta'widh computed automatically and accurately, Syariah-compliant per the TEKUN Syariah Advisory Board
Rescheduling and restructuring.
The system handles moratoriums, changes to the financing period, and restructured repayments. It recalculates the whole schedule and shows the result before the officer or borrower approves.
- Rescheduling & Restructuring · moratorium applications, financing period amendments, repayment schedule restructuring
Debt Collection & Recovery
A critical component for regulating, monitoring, and recovering problematic financing accounts.

Automated collection reminders.
Collection actions are created, scheduled, and sent automatically, based on how overdue the account is: an SMS at day 7, then Letters of Demand at days 30, 60, and 90. No officer has to track it manually.
- Automated Collection Actions (Dunning) · generate, schedule, and send SMS and Letters of Demand (Notices 1, 2, 3) per arrears timeline

Technical appendix
How the system is built, hosted, and secured.
The engineering view behind the six modules: the architecture, the settings an admin controls, where it runs, and how it is secured.

- 02System architectureLayered services, data, and external integrations
- 03Configurable parametersWhat an admin can change without a code deployment
- 04Deployment modelGovernment cloud, with on-prem and hybrid weighed
- 05Security & complianceAuth, encryption, audit logging, data residency
The end-to-end application flow.
An applicant applies online or through an officer at the counter, passes eKYC, and is screened and scored. Approval goes through the branch, state, and HQ levels, then funds are released and repayment begins. Whether the loan is settled or moves into collections, every step feeds the executive dashboard.
Legend
A layered system architecture.
Requests from the client channels pass through the gateway and identity layer into the six core services and the shared services they all use. These sit on the data layer and connect to external agencies, all on infrastructure hosted in Malaysia.
Legend
The settings an authorised admin can change without a code deployment, a representative subset by area.

Government cloud is selected. On-premise and hybrid were weighed and stay on the table as fallbacks.
Target topology
Selected strategy
Government cloud
SelectedA Malaysian government cloud keeps all personal and financial data in the country, meeting data-residency and PDPA rules. It scales across the 198 branches and needs the least day-to-day maintenance of the three options.
Also weighed
On-premise
ConsideredMaximum control, higher cost, slower to scale. Set aside unless a security policy mandates it.
Hybrid
FallbackSensitive core on-prem, public tiers on cloud. The fallback if a data class cannot sit in gov-cloud.
